Of the nations involved in ww2, i have never heard anything about the russian navy. Surely such a large country had a large navy? Why did we send them supplies costing us money, ships and men? Was it political? Couldnt such a big country send its own ships to get these supplies? Did the british govt charge russia like the US charged britain for supplies?

The Soviet navy was actually of considerable size. The problem was that the USSR did not posses many ice free ports, and those who were, were easily blocked by enemy forces or in range of enemy planes.

Transport was another story, since the USSR was an autarkic country, so it did not have a large merchant fleet.
